PESA, Left-Wing Extremism and Governance: Concerns and Challenges in India’s Tribal Districts


This document is a report on functioning of PESA Act, 1996, which governs areas in nine states covered under the 5th Schedule of the Indian Constitution. The report prepared by Institute of Rural Management, Anand makes an independent assessment of the correlation between the promise and the reality of tribal self-governance in states, which have witnessed difficulties due to left-wing extremism. The report is written by Ajay Dandekar and Chitrangada Choudhury, and commissioned by Ministry of Panchayati Raj, Government of India.
